What we need is electric cars to be required to charge the grid during high demand and only charge during very low demand. The chargers need to be smart and integrated with the grid operator

The explanation is lack of interconnect, not losses in transmission. If you have enough capacity to transfer electricity the prices will be equal in two neighboring electricity markets.
