Yes, Archive blocks Cloudflare DNS. People say it’s intentional, but whether that’s true isn’t clear to me.

The archive guy has been very upfront they use custom code to block resolution from Cloudflare's IP space. archive doesn't like them since they don't send edns client subnet information to archive; it all seems like bullshit since they support non cloudflare edns resolvers so it's probably some other beef.
