For clarity, the problem is legal _constraints_, not legal _costs_.

A common one is that you can have a license to use a piece of data, also for training, but that license is only valid in a certain location. That is the kind of legal constraint that currently determines where large training runs happen, and indirectly, where datacenters are built.

I'm assuming good faith on the writers of the original article, based on my experience in the area. That is not something that was popularised by Elon Musk, as far as I am aware.

Yeah, I don't think you processing a piece of data you copied unlicensed into space is going to be legal reality for long once it gains any traction.

Again, this is con-think. If what you plan to do is deemed wrong in all jurisdictions, and the only solutions you come up with are elaborate plans about gaming that system by abusing loopholes, maybe it is time to stop, pause and consider if this is really all you can do with your creative energy.

Sure earning money is hard, creating a successful company is hard, but some people seem to be thinking it is only possible by tricking their way into it. A bit like that kid at school who spent many days to build a system to cheat on a exam, while he could just have learned the material in a few hours with less effort and the added benefit of the knowledge.
