I’d think so but maybe they could orient the radiative panels with just their edge facing the sun, so there’s very little area of the flat radiators exposed to insolation.

Not qualitatively. Most places in space have direct view of the sun, and radiators work fine. The problem of scale is the same either way, and it's probably cheaper to scale the radiators than to scale the solar panels and add batteries.
