Possibly, but I'd also speculate that it makes real cp less profitable, and therefore start to disappear. Similar to how real OF girls are going to rapidly lose their income because dudes running AI camgirls will increasingly outcompete them for attention and money.

It does make it harder to investigate, the counter argument is that encryption is a literally unavoidable requirement for securing almost 100% of all online activities, which are themselves now critical to the functioning of modern economies.
