Filing a police report doesn't help (I'd wager it is just going to reaffirm both sides condemnation of the other).

He did something stupid, and should own up to it. If he was as smart as he thinks he is, he could apologize but use the incident as a means of publicizing his beefs with the Board of Supervisors.

There's plenty to complain about SF government, so why not find an adult way of making a case for not just the problems, but solution(s) to them.
