I personally don't even like the tech debt analogy as the term "debt" invokes a psychological reaction which can become a distraction.
There are really just three things: 1) existing code that does not need to change, 2) existing code that should change and 3) non-existent code that should exist. Yay for 1 and are we working on 2 or 3 today?
