It doesn't take more than a couple minutes to throw up a task about an issue you see. That issue then becomes the tech debt.
Leadership is responsible for prioritizing tech debt and ensuring a certain burn down of that debt.
Note that sometimes you burn down tech debt by deciding you won't do a thing, that is perfectly fine as well.
The point of the tech debt song and dance of log, verify, handle is to give a second pass at "not right now issues". Sometimes your instinct was wrong, there wasn't a need for X, othertimes it was right for reasons that weren't in your headspace.
Most importantly some amount of "I can't do this now" work is actually important. But if you don't take the time to look at it you won't find it.
