At any given point in time, there is always more work to do than time to do things. That’s why there are managers.

Unfortunately many development managers have no visibility into technical debt and are more than happy to dig everyone down deeper in debt.

And those that do know about the technical debt will often say "We'll fix these issues after the release" which is either a bold-faced lie or they believe it even though it never happens.
