What I'm curious about is why they can't backport this promise to previous phones? Is the hardware in the 8 that different?

Yes. The SoCs and OEMs who made the whole Pixels and Nexus's vary.

Pixel 6 & 7 are still both Google's SoC. The 5 was the last "off the shelf" SoC (Snapdragon 765G)
