Can someone steelman Sam's stance?
A couple possibilities come to mind: (a) avoiding regulatory capture by genuinely bad actors; (b) prevent overzealous premature regulation by getting in front of things; (c) countering fear-mongering for the AGI apocalypse; or (d) genuine concern. Others?
