You don't need to demonstrate ability to blow up your own pipeline close to your own territorial waters.
If it's Russia (which I don't think is very likely) I find it more believable that it's the result of internal politics as an option of killing the tzar, withdrawing from Ukraine and making a deal with the West to go back to old normal is now off the table.
