I will be honest with you. Local average + 20% is kinda bullshit. A lot of places have averages that are totally broken for one reason or another, sometimes with that average being too low for reasonable living standards. Many people in such places want remote work so they can get salaries that are not tied to the local average.

For example: my last job I was getting 1/3 of the US average, and there still was literally double the local average.

Local job offers made to me so far been offering less money than my rent, literally. And the house I am renting is in a poor neighborhood and tiny. (What my even poorer neighbors do? Well, the house next to mine has 6 families living inside... yes, one house, six families. Only way for then to pay rent with the local wages)

Feel free to apply if you are interested. We can of course negotiate if local average + 20% is not an acceptable baseline. It's hard to come up with a transparent rule that works for every situations.
