My mail server's IP has been the same for 4 years now. Even the machine I'm typing this on only changes IPs every couple years or so and that's a residential IP that isn't supposed to be static.

Of course you want everything in DNS and if your IP is supposed to be dynamic you should have provisions for automatically updating it (I have some shell script somewhere that calls nsupdate over ssh although I looked for it the other day and couldn't find it which is a bit disturbing.)

Many dynamic residential IPs seem to be 'your IP changes after the connection has been offline for some amount of hours', i.e. only in the rare event of some long-lasting outage.
