Nope, this ticks for me all signs of a bad/incompetent team lead. I’ve seen lots of teams in my career. I certainly wouldn’t promote or hire someone for team lead if answered the question like this guy about what makes a good software developer. This is a sign for management by metrics which works short-term but ultimately leads to demise of the product.
