It's very hard to assess automatically (and therefore cheaply) since "engineering skill" is largely qualitative rather than quantitative.

Write a lot of programs. Reflect on how they can be better. Repeat.

Program with people. Learn from them. Exchange ideas. Get code reviews and give them.

Look at program source code on github for inspiration.

And just keep writing programs.

Voluntarily feature creep. Instead of writing simpler one-off projects, try to keep plugging at the same project for a longer time and expand the product in ways you couldn't have guessed at the beginning. You have to learn how to write maintainable code and plan ahead.
