I would love to see police trying to take a crack at this from the other side of things. Instead of matching against a database, Set up a style GAN and come up with a mask of the original photo or video to isolate just the face and have the discriminator try to match the face. Then at the end you can see the generated face with a decent pose and more importantly look through the range of generated faces that result in a reasonable match to give a somewhat decent idea of how confident you should be about any identification.
