The looters take advantage of the chaos apparently willingly and knowingly created by the police.
I'd say holding the protestors responsible for it is a bit missleading.

Last I heard, protesting is enshrined in the first amendment of the Bill of Rights and you cannot use the crimes of other people to crack down on all protesters.
