Not intending to offend, but aren't exceptionally gifted students (i.e. outliers) by definition neuro-divergent? Disclaimer: I am neuro-divergent, but not exceptionally gifted.

Sure but the goal is to get a piece of paper that says you can do that work. There are two neuro-divergent buckets. Can do the work and can not do the work. Accommodations are fine as long as you're not getting the two buckets mixed up.
