Didn't the US try this at some point with 3D cgi material? I think it fell through in the US. I believe in the EU such material is already criminal. OTOH i don't see any possible way they can stop it

EU is a lot of countries. The government of Denmark (for example) did a study 2012 which failed to show how fake CP would lead to actual harm.

The US on the other hand is a different story. In 2005 one man was convicted to 20 years imprisonment for hentai. In 2016 a man was convicted to 10 years imprisonment for owning a coloring book.
