I think it is counterproductive to limit the rate of growth of AI since some countries — typically the ones who are less concerned about ethics — will not follow those rules and could gain a considerable edge over the rest of the world this way.

Historically, technologically advanced nations have worked together to develop some limited governance over sensitive technologies. It's an imperfect system, but tends to be better than a free-for-all.
