No it isn’t different. At least it is not different in it’s mechanics. The activities of a moderator and a censor are identical. The intent and objective contain nuanced differences, but only of degree not kind.

Both moderation and censorship have the outcome of reducing what information parties are allowed to communicate, and a system is its inputs and outputs, thus they are the same thing.

This isn’t to say that it’s bad or good. The rhetoric of moderation is perceived better than censorship, but this is like the cops calling your interrogation an interview; it doesn’t actually change what’s happening.
