I really wonder if we need to be concerned at all about this. In the end people are always able to vote with their feet. We've seen this happening with SACD (Super Audio CD), the successor to the CD which had unbreakable encryption. People ended up simply ignoring it. Today, you can buy HiRes audio files without DRM of any kind online. These files have mostly been ripped from SACD's with their unbreakable encryption. The record companies thought they might as well sell them online, lest they become worthless.

If people feel they're being hampered too much by Windows' DRM they'll most likely switch over to some RISC-V processor from some Chinese company. I'll bet you that if that happens Microsoft will flush Pluton down the toilet before you can say "Clippy." It simply isn't worth it to them. Sure they want to lock in their customers even more, but as soon as they start leaving in droves they'll swiftly move to stem the outflow.

The only reason SACD failed and you can buy DRM-free music today is because people were concerned an pushed back hard against that crap.
