As with everything in life, there are people good at one thing and people who are not. Trying to level everything to the lowest level is idiotic.
Sane countries do promote excellence while trying to help the rest stay at a decent level.
A country needs both scientists and manual workers. I want both my doctor and the guy who repairs my car to do a good job.
